Bat Dlo tells the story of Guerline, a young rural woman of 24, mother of two children, traveling trader from Belle-Anse. From morning to evening, throughout the city of Jacmel where she had lived for 15 years, the sale of refreshing water is the only activity to meet the needs of her family. Due to the lack of fuel, Guerline is unable to sell; and producers of water, ice or other items cannot produce them because their businesses are slow. Without the latter there are no commercial activities and there is no water, therefore there is nothing. Overwhelmed by the current crisis which arises from insecurity, the shortage of gasoline and the gradual rise in the rate of the American dollar, Guerline is crying out in distress to the Haitian authorities.
